DECISION INTELLIGENCE
Still in Development
Leviathan Protocol
The intelligence layer for decisions your institution can defend, connecting evidence, risk, context and accountability across the systems you already run.
01 / THE QUESTION
Can you reconstruct why a decision was made?
When your institution makes a decision involving millions of dollars, a customer’s financial future or a potentially fraudulent transaction, can you identify the evidence behind it, whether that evidence was reliable, and what contradicted it? And months later, when a regulator, investigator or board member asks the same questions, can you give a defensible answer? Leviathan Protocol is being built so the answer is yes.
02 / THE PROBLEM
The problem isn’t data. It’s decision intelligence.
Major institutions run sophisticated fraud detection, credit models, transaction monitoring, compliance platforms and risk frameworks, and each may perform exceptionally well. But the intelligence behind any one decision is spread across platforms, departments and processes, leaving an analyst to piece together what actually happened. Individually correct systems do not automatically produce institutionally defensible decisions.
03 / THE PLATFORM
The intelligence layer across your existing systems
Leviathan is an evidence-driven decision-intelligence platform. It is not a replacement for your core infrastructure, not a chatbot, and not a language model bolted onto a database. It is designed to become the intelligence layer connecting evidence, risk, context and accountability across the systems you already run, while your institution keeps authority over every consequential decision.
- Brings fragmented evidence together into one coherent decision record
- Preserves where every piece of information came from
- Exposes contradictions and missing information before a decision is made
- Weighs evidence against your own risk policies and decision rules
- Produces documented, explainable recommendations, with people accountable for the outcome
- Lets any decision be inspected, challenged and reconstructed long afterwards
04 / IN PRACTICE
Storing a decision is not understanding it
A payment is flagged as potentially fraudulent. The customer has a long, legitimate history; the recipient account is new; there are unusual behavioural signals. Some evidence supports escalation, some suggests the payment is genuine. Leviathan is designed to bring all of it into one decision record, show what supports and contradicts each conclusion, and support a documented recommendation, with the analyst still making the call. Three months later, an investigation finds one of the original sources was unreliable. Because Leviathan preserves evidence lineage, every decision that relied on it can be traced. That is the difference between storing a decision and understanding one.
05 / THE VALUE
Where the value shows up
Leviathan is measured against real operating costs, not promised percentages.
- Investigation efficiency: less analyst time spent hunting for information and reconciling conflicting records
- Decision quality: fewer unnecessary escalations, missed cases and overturned outcomes
- Audit and assurance: decision evidence captured as decisions happen, not reconstructed afterwards
- Institutional intelligence: knowledge that survives when investigations close and people move on
06 / WHERE IT APPLIES
Built for high-stakes decisions
Wherever evidence quality and decision traceability matter, including:
- Financial crime, fraud and scam investigation
- Credit and lending decisions
- Enterprise and operational risk
- Regulatory investigations and compliance
- Procurement and supplier risk
- Digital assets
- AI and automated-agent governance
07 / ENTERPRISE STANDARDS
Rising to your standards
A major institution should never have to lower its standards to adopt new technology. Engagements with Leviathan begin with architecture evaluation, independent technical due diligence and acceptance criteria agreed with you. Capabilities progress only once verified, and production use requires demonstrated security, resilience, data protection, recoverability and operational controls. No exceptions.
08 / ENGAGEMENT
Prove it on one workflow
Choose one high-value decision workflow, such as financial crime investigation, operational risk analysis or credit assessment support. Together we establish your current baseline, define the improvements Leviathan must demonstrate, and measure the result against your existing process. No invented performance figures: commercial expansion follows only when agreed acceptance criteria are met. Leviathan Protocol is in development, and organisations interested in early conversations are invited to get in touch.
